What cameras are used at an intersection as if there was no red light-runners or speeding?

Although most of the published responses could be correct, I suspect what we see is the camera used by a sort of centralized control center traffic. These are cameras that are monitored for safety copies at key intersections. If a backup of traffic in one direction can change the timing light keep moving. These may or may not be open all the time. Some are open only during peak hours. Sometimes, other agencies may access the camera, as police and fire depts should be nothing happening at the intersection. In addition, television stations and local radio sometimes may be able to access it when compiling traffic reports. Depending on the configuration of the general public can see what the camera is connected. Usually does not save unless something unusual happens.
